setPrescribedMeshSizeAtVertex() should only be called if lc != MAX_LC.

Workflow:
- define occ geom, without meshing constraints
- sync
- set mesh size (in gmodel)
- resync : we would loose the mesh size spec since occ would tell us that lc = MAX_LC
