CMakeList : find petsc (and slepc) without PETSC_ARCH/PETS_DIR

(SLEPC_ARCH SLEPC_DIR) when symlinks exist in standard path
(e.g /usr/lib/libpetsc.so /usr/include/petsc/petsc.h). This is the case
for debian/ubuntu pacakages.
