Add benchmarks directory for SPEC CPUv8 candidate scripts.

A new directory to hold the work we are doing on SPEC CPUv8.

Goal is to enable a few geo scripts to verify meshing behavior, so that we can check for "equal work" across architectures and compilers. Motivated by #2242.
