On the stability of surface labels created by ClassifySurfaces

Consider a cleaned-up version of the testcase I posted in #1548 (closed):
Merge "flange.stl";
ClassifySurfaces{40 * Pi / 180, 1, 0};
CreateGeometry;
Surface Loop(1) = Surface{:};
Volume(1) = {1};
Physical Volume("domain") = {1};
Physical Surface("hot") = {7};
Physical Surface("cold") = {17};
Physical Surface("rest") = {2:6, 8:16, 18:25};
With version 4.8.5, I can consistently open that testcase, obtaining what I expect.
In contrast, if I open it with version 4.5.4, I don’t get a deterministic outcome. The surface labels change every time. If I keep clicking “reload script” I can see how they are continuously changing in an apparently random way.
Was the beahiour of 4.5.4 a bug that was fixed for 4.8.5? To what extent I can rely upon the surface labels of the surfaces created by ClassifySurfaces
