Fix the GMSH_API that was broken due to the include of Numeric/bezierBasis.h (that was not exported at install) by Numeric/PolynomialBasis.h 

make bezierBasis independant from declaration of element tag in GmshDefines.
move static methods getTag(..) & **FromTag(..) from MElement to ElementType.
completely revert to double for monomials.

fix regression with extrusions of many surfaces: order faces by tag - this allows to minimize the number of passes necessary to resolve dependencies (otherwise 10 passes is not enough!)

change computation of vector at COG : average norms and directions separately; this allows to respect min/max
