Refine by splitting doesn't respect definitions on element order
If a user defines a .geo file with Mesh.ElementOrder set to > 1 and Mesh.SecondOrderIncomplete = 1 and proceeds to generate a model, the model is created with higher order incomplete elements.
Yet, if the user refines the mesh through the "refine by splitting" option, Gmsh ignores the element order option and the new mesh is generated as 1st order.
Indeed: Mesh.ElementOrder only sets the order automatically after the standard meshing commands ("1D", "2D", "3D").
Not sure if we should call the high-order mesh generation routines after each mesh operation (like Refine, Optimize, etc.)...
